It's not because the public isn't buying them. Publishers sell to retailers and retailers make more money by allocating space on shelves to used games. The reason we don't see much of the risky titles that we used to see at the $40 price during the PS2 generation is because Gamestop will not stock them. And if pubs can't get into Gamestop, they don't make the game.<br /><br />2) Your example about trading in Gears for Batman and then Last of Us benefitting those other devs only works if you're buying brand new copies with your trade-in. But since Gamestop is always trying to get people to make money with the turnover of used copies (and I would bet that most people trading in games are in fact opting to buy used, as money is obviously a concern) then your example falls apart.<br /><br />If you only ever trade in to buy new, then yes.
